Throttling is when your ISP intentionally slows specific kinds of traffic — video streaming, torrents, gaming, or competitor services — while leaving other traffic at full speed. It's different from regular network congestion, which affects everyone on the same node equally and lifts as demand drops.
ISPs throttle for several reasons: to manage limited backhaul capacity on cable nodes, to enforce fair-use policies on "unlimited" plans, or to push customers toward higher-priced tiers. Some also throttle competing services — for example, a provider that sells its own streaming product might cap Netflix to SD quality while its own service streams in 4K.
The key distinction is selective slowdown . If your entire connection is slow, that's more likely congestion or a hardware issue. If only specific apps are slow while everything else flies, throttling is the likely culprit.
One sign that catches many people off guard: speeds that are perfectly fine for the first 10 GB of the month and then suddenly drop. This is "soft throttling" — your ISP enforces a hidden usage threshold after which your connection is deprioritized. It's common on mobile hotspot plans and some cable plans in the US and UK.

In the UK, some mobile carriers cap video streams to 480p unless you pay for a premium tier. In the UAE, VoIP services like FaceTime audio and WhatsApp calls are restricted by regulation, not just throttling — a VPN is the only workaround.
Before blaming your ISP, rule out local issues. A slow internet diagnostic takes 10 minutes and can save you hours of frustration. If wired speeds are fine but WiFi is slow, the problem is your router, not throttling. If speeds are slow on every device at every time of day, you may have a line fault rather than deliberate shaping.
