Most online games send small updates many times per second. That uses well under 1 Mbps. What you feel as lag is the time those updates take to travel, which is your ping, and how much that time jumps around, which is jitter. Download speed matters for game updates and for streaming the game at the same time.
Under 30 ms is comfortable for fast shooters and fighting games, under 60 ms suits most battle royale and sports games, and under 100 ms is fine for MMOs and strategy games.
